வாக்கு எண்ணும் மையங்களுக்குள் அங்கீகாரம் இல்லாத நபர்கள் நுழைவதைத் தடுக்கும் வகையில், QR குறியீடு (QR Code) அடிப்படையிலான புகைப்பட அடையாள அட்டை முறையை தேர்தல் ஆணையம் அறிமுகப்படுத்தியுள்ளது.
வாக்கு எண்ணும் மையங்களில் அடையாளத்தைச் சரிபார்ப்பதற்காக மூன்று அடுக்கு பாதுகாப்பு நடைமுறை வகுக்கப்பட்டுள்ளது.
முதல் மற்றும் இரண்டாம் நிலைகளில், தேர்தல் நடத்தும் அலுவலர் (Returning Officer - RO) வழங்கிய புகைப்பட அடையாள அட்டைகள் கையேடு முறையில் சரிபார்க்கப்படும்.
மூன்றாவது மற்றும் இறுதி பாதுகாப்பு வளையத்தில், அதாவது வாக்கு எண்ணும் அரங்கிற்கு அருகில், QR குறியீடு ஸ்கேன் செய்து வெற்றிகரமாக சரிபார்க்கப்பட்ட பிறகே நுழைவு அனுமதிக்கப்படும்.

யாருக்கு நுழைவு அனுமதி?

தேர்தல் ஆணையத்தால் அங்கீகரிக்கப்பட்ட பின்வரும் நபர்களுக்கு புதிய QR குறியீடு அடிப்படையிலான அடையாள அட்டைகள் வழங்கப்படும்:

தேர்தல் நடத்தும் அலுவலர்கள் (ROs)
உதவி தேர்தல் நடத்தும் அலுவலர்கள் (AROs)
வாக்கு எண்ணும் பணியாளர்கள்
தொழில்நுட்பப் பணியாளர்கள்
வேட்பாளர்கள்
தேர்தல் முகவர்கள்
வாக்கு எண்ணும் முகவர்கள்
மற்றும் தேர்தல் ஆணையத்தால் அங்கீகரிக்கப்பட்ட பிற நபர்கள்

ஊடகங்களுக்கான அனுமதி

ஒவ்வொரு வாக்கு எண்ணும் மையத்திலும், அங்கீகரிக்கப்பட்ட பத்திரிகையாளர்களின் வசதிக்காக வாக்கு எண்ணும் அரங்குகளுக்கு அருகில் ஊடக மையம் (Media Centre) அமைக்கப்படும்.
தற்போதுள்ள தேர்தல் ஆணைய விதிமுறைகளின்படி வழங்கப்படும் அதிகாரக் கடிதங்களின் (Authority Letters) அடிப்படையில் பத்திரிகையாளர்களுக்கு தொடர்ந்து நுழைவு அனுமதி வழங்கப்படும்.

பொறுப்பு யாருக்கு?

தலைமைத் தேர்தல் அதிகாரிகள் (Chief Electoral Officers - CEOs), மாவட்ட தேர்தல் அதிகாரிகள் (District Election Officers - DEOs), தேர்தல் நடத்தும் அலுவலர்கள் (ROs) மற்றும் உதவி தேர்தல் நடத்தும் அலுவலர்கள் (AROs) ஆகியோர் இந்த வழிமுறைகளை கண்டிப்பாக பின்பற்ற வேண்டும் என்று அறிவுறுத்தப்பட்டுள்ளனர்.
வாக்கு எண்ணும் செயல்முறையில் வெளிப்படைத்தன்மை, பாதுகாப்பு மற்றும் செயல்திறன் ஆகியவற்றை உயர்ந்த தரத்தில் உறுதி செய்வதே இதன் நோக்கமாகும்.
மேலும், QR குறியீடு அடிப்படையிலான நுழைவு முறையை திறம்பட செயல்படுத்த தேவையான அனைத்து ஏற்பாடுகளையும் செய்யுமாறு மாவட்ட தேர்தல் அதிகாரிகள் மற்றும் தேர்தல் நடத்தும் அலுவலர்களுக்கு உத்தரவிடப்பட்டுள்ளது.
இதற்காக, குறிப்பிட்ட சோதனைச் சாவடிகளில் பயிற்சி பெற்ற பணியாளர்கள் நியமிக்கப்பட்டு, பாதுகாப்பான மற்றும் தடையற்ற நுழைவு கட்டுப்பாடு உறுதி செய்யப்படும்.

EC set to implement QR code-based access at counting centres

The Election Commission introduced a QR code-based photo identity card system to eliminate the possibility of any unauthorised persons entering counting centres.
A three-tier security mechanism has been prescribed for verification of identity at counting centres. At the first and second tiers, photo identity cards issued by the Returning Officer (RO) shall be checked manually. At the third and innermost security cordon near the counting hall, entry shall be permitted only after successful verification through QR code scanning.

Who is eligible to enter?

The new QR code-based cards will be applicable for categories of persons authorised by EC to enter counting centres and halls, including ROs, Assistant Returning Officers (AROs), counting staff, technical personnel, candidates, election agents and counting agents, among others.

Press access

A media centre will be set up near the counting halls in each centre for the facilitation of authorised presspersons. Entry of presspersons will continue to be permitted on the basis of authority letters issued by the EC in accordance with the existing instructions of the commission.

Who is responsible?

All Chief Electoral Officers, District Election Officers (DEOs), ROs and AROs have been directed to ensure strict compliance with these instructions to uphold the highest standards of transparency, security and efficiency in the counting process.
The DEOs and ROs have been directed to make all necessary arrangements for the effective implementation of this system, including deployment of trained personnel at designated checkpoints to ensure seamless and secure access control.
